What happens is once you register the game with Steam(which is automatic when you buy it using steam), they give that to you as well. But just like when you buy a game over steam, you still have to wai for it to DL before you ca play it. That's what they mean about going to tools to download it. It only works if you have a source game(Counterstrike, Half Life 2). For whatever reason, the promotional copy of HL2M did not come with that.

Guess that's why it's a promo and not a gift.

Many people buy the source games only to play mods etc. So they give us the games but not the mod compatibility a huge pile of the source community is based on, so we still have to pay. :P
